Belt tension

hi all
just wondering how tight the alternator belt and the power steering belt need to be on a GM diesel engine
I checked the haynes but it says to use a special tool to set the tension that I haven't got

If you can twist the belt 1/4 of a turn along the longest part of the belt then it's about right.
