Was thinking of doing that as I’ve noticed they love having hidden rot, would have to buy a sill anyway for the other side so two won’t hurt too much (i hope) main problem I’ve found is finding a way of repairing the bulkhead and keeping it looking original, was just gonna do away with the lip as it just seems the trap water but the bulkhead already seems like quite a weak point...I feel your pain with rust as I've just been through mine completely, I would be tempted to have the sills off if I was you as they rust from the inside out, mine looked cleaner than yours on the outside but inside were really horrid!
