as you know, the plastic isnt smooth, you have two options to make it smooth. Use 1K primer or 2K highbuild primer. Not forgetting to use plastic primer before you put any of the 1k/2k primers on! or it wont last very long.
1K primer.
You have to prime + wet sand till smooth, not forgetting to mask of the rest of the bumper to avoid overspray. (240grit should be ok to start with, then when smooth id finish in 800ish grit paper.
2k primer.
This method is alot better, it will last longer, and drys very hard but you have to wait for it to go off (few hours depending on heat).
First of id sand plastic down with something like 320 and then finish it with 800wet+dry. plastic prime it and then give it 2/3 coats of 2k primer, waiting for the primer to go touch dry between coats or you could cause cracking. Then prep it in 500grit dry or 800wet to smooth it all out.
Then you can paint it.
^^^^ thats what id do, some people do it different ways finishing off with 800wet will leave the primer very smooth. just make sure you wash off all the dry water and remask it all making sure you leave no primer edges.
