looking under the body on my mk3 and theres a couple of holes that are roughly in the place same so i need to sort before mot in two weeks. ie two on each side. it looks like there were some sort of grommet there, is the underbody classed as structural and need welding or stick a piece of steel with tiger seal be enough. the holes are about inch and a half in size if that big.
 
probably your best bet is to google the mot rules, but to give you an idea, any corrosion without 30cm's of a brake, suspension, seat, seatbelt or steering mount is a failure. So a hole in the of the floor is by the seat, so its a fail.

This is how you end up in a situation where the whole chassis is pretty much a fail.
 
i realise this is awkward if its your daily but i would find the time to get the carpet up and fix it reasonably by welding a piece in. in reality you
will probably open a can of worms. dont take my word for this but i found the same in my car last year a day before the mot. i fibreglassed over the hole and it passed the mot. maybe he didnt notice or prod hard enough? the following weekend i cut a hole in some metal, welded it in to the car and put the factory bung back in. also i dont think it puts the mot tester in your favour if he sees a dodgy repair, i do get that these are old cars now and repairs can quickly rise above the cars value. best if luck with your car
